Schwan Stabilo 8-9 leadholder
US Patent 3,450,482 "Pencil Lead Holder with Fixed Length Feed," 1967
advertising leaflet distributed with Tru Point lead pointers

The mechanism in this pencil is novel. It combines the convenience of auto lead advance and the rigidity of exterior clutch jaws. The Schwan Pencil Co. of Germany made a leadholder with a similar mechanism, the Stabilo 8-9, though I'm unsure which brand was earlier.
